FOR SENIOR GIRLS FAST PITCH RBI

RECREATION’S SOFTBALL LEAGUE

 

The Senior Girl’s Fast Pitch Softball League consists of 4 teams!

        All games will be played at Brookside Park’s Rose and Elder Fields.

All games are played on Tuesday evenings.

Life Skills Workshops:   (1) Life skills workshop on ethics and good decision making will be conducted this season at the Brookside Park’s Rose and Elder Fields on Tuesday June 23 at 4:45 p.m. 

 

Breakdown of games:   Each team will play each opponent twice. Total games = 6 games.

                                      Single elimination playoff games follow the regular season.

 

Playoff Plans:                All teams qualify for the single elimination city playoffs. BEST RECORD IS THE HOME TEAM IN THE PLAYOFFS.  COIN TOSS IS USED IF BOTH TEAMS HAVE IDENTICAL RECORDS.

 

ROUND ONE:                 First round playoff games will be played on Tuesday July 21ST  

 

 

CITY CHAMPIONSHIP GAME: Tuesday July 28TH at Brookside Rose Field at 5:30 p.m.

                                     

Tiebreaker Guidelines: If it is for first place –

1.)              Head to Head Competition

2.)              One game playoff

 

Other team ties that do not involve first place –

1.)              Head to Head Competition

2.)              If teams split – least runs given up in head to head games

3.)              Coin Flip

 

Awards:                         City Champion and City Runner-up receive individual trophies for their players and coaches + a team trophy.

CLEVELAND SENIOR GIRLS FAST PITCH SOFTBALL RBI LEAGUE

2009 GAME RULE MODIFICATIONS

 

1.    TIME LIMIT                             No new inning may start after 1 hour and 15 minutes or 7 innings. 

                                                         Umpire - Please inform both managers of the starting time. 

 

2.      RUN SPREAD                     8 Runs after 5 innings.  Losing team must bat equal number of

times in all innings.

 

3.      MERCY RULE                     15 Runs after after 3 innings.  12 Runs after 4 innings. Losing team

must bat equal number of times in all innings.

 

4.      SHORTHANDED RULE    A team may start the game with 8 players. The 9TH spot is not an

out.  The 9th player may enter at anytime.

 

5.      EJECTED PLAYER                       When a team starts the game with (9) players and a player is

ejected the ruling is:  If the team does not have a replacement, then

that spot in the batting order is an out.  However, when a team has only (8) players and one is ejected – the player must be replaced by a sub or the team forfeits the game.

 

6.      FLEX PLAYER                    Team may have an additional hitter in their line-up.  The FP may

         (must bat in 10TH spot)      interchange in the field (defensively)with another player at any time.

                                                         The coach must designate the player at the start of the game.

 

EJECTED PLAYER           If a player is ejected, the ejected player may be (When 10 players start) replaced in the field by the Flex Player (FP). 

 

The extra player spot in the line-up is ignored if a team can not finish with the 10 players when the extra player is unable to continue. Officials ignore that spot in the line-up. It is not an out.

 

7.      RE-ENTRY RULE               Starters may re-enter the game as long as she returns in the same

spot in the batting order. The substitute would be eliminated on the re-entry.

 

8.      EMERGENCY RE-ENTRY            Any player may re-enter if a team has a player leave the game

         (not used with 8 starters)    for any reason other than an ejection. This rule is used when

all subs have been put in the game and an injury or emergency occurs for the player to leave.

 

9.      METAL SPIKES                  Participants are permitted to wear metal spikes.

 

10.    SPEED UP RULES:

No wasting time   No throwing the ball around the diamond after an out.

 

Intentional Walk   No pitches thrown – Just inform the umpire.

 

                     Courtesy runner     Must do with 2 outs.   Optional with less than 2 outs.

Subs may run for the catcher with no effect on their game status.  The player who made the last out must run if no subs are available.

2009 SENIOR GIRLS FAST PITCH SOFTBALL RULES

PLAYER ELIGIBILITY AND REGISTRATION

 

A.      PLAYER ELIGIBILITY:

1.            Cleveland and East Cleveland residents have first priority on participating in the league.

Residency is defined when either parent or legal guardian lives in Cleveland or East Cleveland.

2.         Age Limit:     Seniors: Ages: 15-18, cannot turn 19 years old before Jan. 1, 2009.

3.         Limited non-residents:     Each team may have (6) non-residents on their roster.

 

B.      SQUAD SIZE:

          1.       The roster limit is 18 players for all leagues.

          2.       Each team may only dress 15 players per game.

 

C.      CONTRACT CARDS:

1.    Center Managers are required to initial each player’s contract on the front upper right hand corner of the contract card before submitting to the league administrator for certification.  Initialing the cards is proof that the center manager has verified the player’s age.

2.    Verified and approved contract cards must be available at all games.

3.    Two Contract cards, per player, must be certified prior to participating in a game.

4.    All player contract cards must have a parent or legal guardian signature on both contracts.

5.    Any player playing illegally, without a certified contract card on file in room 8 that gets hurt during a practice or game will not be covered by the Cleveland Baseball Federation secondary medical coverage.

6.    Coaches are required to have a contract with COACH ONLY to be eligible for benefits.

7.    NO PICTURES are required on the contract cards.

8.  Signing Deadline to add players: 

Senior teams may add players by July 2, 2009.

 

D.      HARDSHIP RULES:

1.            Hardship status takes place after the signing deadline date when a team’s roster becomes such that it lends itself to the termination of the team.                         Manager may apply for hardship to continue the season if the following is met:

a.)  Request for hardship status must be submitted in writing.

b.)  The release/ contracts players no longer on the team must be submitted along with the reason for their dismissal.

                   c.)  Dropped players may be replaced at the discretion of the League administrator.

2.       The new players shall be allowed to participate for the remainder of the regular season but will not be eligible for any post-season play such as city playoffs.

7.       Your center manager will verify proof of age.  He /she must approve them and initial the contract cards before bringing them to City Hall for certification by the league administrator.

8.       ALL PLAYERS MUST BE UNDER CONTRACT BEFORE PARTICIPATING!

 

GENERAL LEAGUE INFORMATION

 

 

F.      TO THE COACHES/ INSTRUCTORS:

          All instructors are responsible for compliance to the rules.

1.       Coaches are to inform their players of the misconduct rules and regulations.

2.       Coaches are required to have a copy of the rules present at all games.

3.       Coaches are required to have a copy of their certified contract cards at all   games.

G.      MEDICAL COVERAGE:

1.            The Cleveland Baseball Federation will provide SECONDARY medical coverage for all participants with a certified contract card on file in room 8 and gets injured in a Cleveland Division of Recreation’s softball or baseball game.  

2.            Each team coach/ instructor has insurance claim forms. 

3.            Coaches/ Instructors must call Joe Wise of CBF (216) 861-4767 to report any injuries within 24 hours.

H.      OFFICIAL GAME STATUS:

1.       The game becomes official when five (5) complete innings have been played if the home team is losing or 4½ innings if the home team is winning.

During this time, the hotline will notify team coaches of any important messages. 

Such as make-up games, standings and other information - Call every Tuesday!

 

The office staff will not be calling coaches/ instructors or mailing make-up schedules to them.  It is the COACH’S/ INSTRUCTOR’S responsibility to call EACH WEEK.  Messages/Make-ups will be repeated weekly until they are outdated.

1.            Teams should call the Rain out Hotline number:  (For the status of games on rain days)

A.    Weeknight games          Call after 3:30 pm for late afternoon games.

C.    PLEASE DO NOT CALL THE OFFICE FOR INFORMATION PRIOR TO 3:30 PM.

K.      TEAM BENCHES

1.       Bench personnel will be limited to contracted players, one manager, two coaches, one scorekeeper, and one bat boy/girl.  Overcrowding the bench area creates a potentially dangerous situation.

2.       IN DUGOUT:    All players must remain in the dugout area (exception: on deck hitter).

 

UMPIRE JURISDICTION

The umpires’ jurisdiction begins one (1) hour prior to a game and one (1) hour after a game.    The ball diamond area, parking lots as well as the park grounds are part of their jurisdiction.

 

L.      WHO’S THE HOME TEAM:

A.            The home team is listed second and is indicated on your season schedule.

Ø  Home team bench is on the 3rd base side of field, Visitors on the 1st base side.

B.            During the post season playoffs:

Ø  Team with the best record is the home team

Ø  Home team will alternate if the teams play each other more than once.

C.            During the Championship Game:

v   The team with best record is the home team.  If identical records – coin flip.

M.      WINNING TEAM COACH – CALLS IN THE SCORE (216) 664-2118.

A.         The winning team coach calls in the game score immediately after the game.

 

 

EQUIPMENT AND UNIFORM GUIDELINES

 

N.      UNIFORMS:

1.            Players must have matching shirts with 6” numerals on the back of the jersey. 

2.            Each player must have her own uniform, no exchanging on the field. 

3.       Visors, bandannas, headbands and plastic helmets are prohibited.

4.       If the umpire enforces the blood rule per our regulations, the uniform rule will not apply to the affected player(s) for the remainder of the day.

 

O.      BLOOD RULE:

1.            Any player or instructor who is bleeding or who has blood on their uniform shall be prohibited from participating further in the game until appropriate treatment can be administered. 

2.            The umpire will give adequate time for this treatment; however, the umpire reserves the right to beckon a substitute into the game.

3.            If the umpire beckons a substitute, the player affected by the blood rule does not have to re-enter via our rules for re-entry. 

4.            If the player affected by the blood rule must change their jersey, they will not have to comply with the matching jersey rule for the remainder of the day.

 

P.      EQUIPMENT:

1.       Metal spikes are permitted in the league. 

          2.       Each player must be properly equipped. 

3.            The CBF park supervisor will supply one new ball for each game for each team.   

·         CBF will provide each team with enough softballs for games and practices.

4.       BOTH TEAMS are to bring bases to your games – The home team is

Responsible for placing the bases on the field before their game starts,

·         Gordon Park has bases established in the ground.

5.       Donuts or metal rods are prohibited.  Warm-up bat sleeves are permissible.  The umpires, prior to the game, must approve all bats. Their judgment is final.

GAME RULES FOR THE LEAGUE

 

AA.    NO GRACE TIME FOR THE GAMES  

            1.  Games begin at their scheduled time.  

            2.  Encourage your players to be at the field 30 minutes before game time for warm-up.

            3.  Fast Pitch teams must have 8 players to start the game.

             

BB.    PRE-GAME WARM-UP:

            1.  Each team gets 10 minutes of warm-up providing no game is scheduled ahead of them.

            2.   If one game is following another – then five minutes of warm-up is permitted.

Note:  If the games are running late, the umpire reserves the right to cancel warm-up practice.

 

CC.    PRE-GAME CONFERENCE WITH UMPIRE:

1.    Coaches are to provide items listed below to the umpire at the ground rules meeting:

q  Laminated card of our special modified game rules for the Senior Girls FP league.

q  Team Line-up sheet

Ø  Line-up must include player first and last names and their jersey numbers

Ø  Include your substitute players and their numbers

q  1 new game softball

                2.       Both instructors are to write down the starting time in your scorebook.

 

DD.    START OF GAME:  (FOR FAST PITCH GAMES)

1.    Each team must have at least eight (8) eligible players to start the game.

2.    All games are seven innings or no new inning may start after 1 hour and 15 minutes

Ø  The instructors should document the starting time of the game in their scorebook.

 

EE.    MANDATORY PLAY RULE: 

1.    Each player must bat (once) and play (1) inning in the field. 

 

FF.    FLEX PLAYER (COACH MUST HAVE THIS FP IN THE STARTING LINE-UP)

1.    The flex player must bat in the 10TH spot. 

2.    The flex player may play any defensive position.

               

GG.   RUN SPREAD AND MERCY RULES:

          1.       Run spread:             8 runs after 5 innings           (For Fast Pitch)

            2.       Mercy Rule:              15 runs after 3 innings         (For Fast Pitch)

                                                12 runs after 4 innings         (For Fast Pitch)

 

HH.   SPEED-UP RULES:      (For  Fast pitch games)

          1.       Starting count -      Each batter starts with 0 balls and 0 strike count.

          2.       No wasted time -    No throwing the ball around the diamond after an out.

3.       Intentional Walk - No Pitches thrown – Just tell the umpire.

          4.       Courtesy runner -  For the Catcher – Mandatory with 2 outs, Optional with less than

2 outs.  The last player who made an out is to run.

 

II.      MUST SLIDE RULE:     (The base runner may not  knock the defensive player over)

          1.       MUST SLIDE

a.       A base runner must slide or run in a normal stride if the defensive player has secure possession of the ball.  The runner may not lower his/her shoulder or use excessive force in an attempt to dislodge the ball.  If this occurs, the runner will be declared out and ejected from the game.

 

 

 

 

 

 

TIE BREAKER RULE

 

 

JJ.    TIEBREAKER RULE

1.       Teams who are tied for a trophy position at the end of the season will have their final standing determined by the following tiebreakers:

a.)          Head to Head competition

b.)          One game playoff, date and time set by the league director.

 

Final Standings of other teams not in 1st place that are tied at the end of the season

will be decided by the use of the following tiebreakers:

a.)          Coin Flip

 

UNSPORTSMANLIKE CONDUCT NOT TOLERATED

 

KK.   PLAYER CONDUCT

1.    It is the ultimate responsibility of the manager of the team to insure that his players display good sportsmanship prior to, during and after the game.  By playing amateur baseball, each participant subscribes to the code of conduct for athletics.

2.    Any player or coach ejected from a game for unsportsmanlike conduct must sit out the next game played.

 

LINE-UP PROCEDURES

1.       Submit your written line-up (PLEASE PRINT) to the umpire at the pre-game conference prior to game.   Remember – The Flex Player must be in the starting line-up. 

            2.       The requirements for a proper line-up are: a.) Print Team Name

b.)  Print Team Manager’s Name

c.)  Players – Print First and Last Name

d.)  Players’ uniform number & position

3.       Once the line-up has been submitted to the umpire, it becomes Official.

4.       Additional substitute players that are eligible to play are to be listed on the bottom.

          5.       The line-up sheet will come in triplicate.
